This review by Michael Wintringham in November 2009 questions and in some cases recommends changes to the respective responsibilities of the Ministry of Defence and New Zealand Defence Force.
The report recommends addressing the statutory and structural arrangements which were put into place in a different environment, are inconsistent with conventional management practice, have created unnecessary tensions, or require "work-arounds" and other high cost responses.
